The answer is yes because nothing is impossible.

How to download?
To download the free apps you would search for it's apk file on google. For example this one.
There also alot of sites out there for download apk's..E.G apkmania.com and apkhere.com
What to do after install?
The screen would be like this when you will click the apk file.
After that if it's the installation is blocked or what ever,what you have to do is
Go to Settings>Security>Check Unknown Sources..
Like this!so,go ahead and download free apk files!
